Quick facts

Arizona model
Arizona has a narrow less-than-$1,000 minor-work exemption with no required permit and a mandatory “not a licensed contractor” advertising disclosure. Licensed remodeling classifications are the route for work outside that exemption.Arizona Contractor Exemptions Statute; Arizona Unlicensed Contracting Statute; Arizona Contractor Advertising Statute; Arizona ROC License Classifications
Entity first
An LLC or corporation is created through the Arizona Corporation Commission before the entity applies for contractor, tax, bond, insurance, banking, and local records.Arizona Corporation Commission; Arizona Business One Stop
TPT review
Arizona uses Transaction Privilege Tax rather than a conventional sales tax. Contracting classifications have their own Department of Revenue guidance, so register and report from the actual transaction model.Arizona Transaction Privilege Tax; Arizona Contracting TPT Guidelines
Local job layer
Confirm zoning, business licensing, contractor registration, permit, plan review, and inspection requirements with the jurisdiction for the project address before bidding.Arizona Contractor Exemptions Statute; Arizona Unlicensed Contracting Statute; Arizona Contractor Advertising Statute; Arizona ROC License Classifications; Arizona Business One Stop

Classify the handyman work

Define the full handyman scope before choosing an Arizona license route. The Registrar of Contractors classification list and any dedicated agency source control, not the company name.

Break the proposal into the exact systems, materials, construction tasks, repair tasks, property type, project value, and people doing the work. Arizona can assign adjacent portions of one handyman project to different ROC classifications or to a regulator outside the ROC. List what the company self-performs, what a licensed subcontractor performs, and what the owner or design professional supplies.

  • Create a written list of services the business will and will not sell.
  • Screen every residential undertaking against the Home Builders threshold.
  • Refer regulated plumbing, electrical, HVAC, alarm, structural, and permitted work.

Follow the Arizona licensing path in order

Add labor, materials, and every other item for the entire undertaking. The statutory exemption applies only when that aggregate is less than $1,000, the work is casual or minor, no local building permit is required, and the job is not part of a larger operation or divided to evade the chapter. The unlicensed advertiser must include the exact words “not a licensed contractor” in public advertising.

Once the service exceeds the exemption, requires a permit, enters a fuel-gas or covered fire-safety system, or becomes classified construction, use the appropriate ROC license. Arizona lists R-62 Minor Home Improvements for licensed projects up to its classification limit and also maintains residential, commercial, and dual remodeling and repair classifications. Match the actual work rather than assuming one handyman label covers it.

Create the entity and align every record

Choose the legal owner before filing the license. Form an LLC or corporation through the Arizona Corporation Commission when that entity will sign contracts. Document any trade name. Use the same legal name, entity type, owners, addresses, and qualifying person on the license application, bond, insurance, tax accounts, bank account, contracts, vehicles, advertising, and permit accounts.

Create one applicant file with the accepted entity record, ownership disclosures, qualifying-party or controlling-person record, experience evidence, examination results, background documents, bond, workers compensation evidence when employees are used, fees, tax accounts, local registrations, and renewal calendar. Save accepted confirmations and verify the public record before advertising.

Price the bond, insurance, and worker structure correctly

Arizona ROC bond amounts are not one universal figure. The amount changes with residential, commercial, specialty, general, or dual authority and the contemplated Arizona gross volume for the license. Residential contractors also address the Recovery Fund assessment or the permitted alternative. Use the current ROC table and exact license class when asking a surety for a quote.

The ROC says that, apart from workers compensation, it does not require general liability insurance merely to issue the ordinary contractor license. That is not a recommendation to operate uninsured. Disclose the full scope, employees, subcontractors, vehicles, tools, heights, excavation, water, fire, pollution, professional, and completed-operations exposure to a qualified broker. Meet customer and project insurance terms before signing.

Verify the address-level permit and inspection path

Before the first quote, identify the city, town, county, tribal, state, or other authority with jurisdiction. Describe the complete scope and ask which contractor classification may apply for permit issuance, who may apply, what plans and product approvals are required, when work may be concealed, and which inspections or tests close the permit. Save the official response with the estimate.

A local permit requirement also matters to the minor-work exemption because work requiring a local building permit does not qualify for that exemption. Do not rely on a customer statement that no permit is needed. Confirm it directly, put permit responsibility and fees in the written contract, and keep inspection approvals in the job file.

Build the first handyman job file

Write a detailed scope for the handyman work, exclusions, owner responsibilities, plans, product data, existing conditions, allowances, payment schedule, permit assumptions, inspection points, cleanup, disposal, warranty, and change-order process. Identify each licensed subcontractor and adjacent classification rather than promising one undivided package the company cannot lawfully self-perform.

Before mobilizing, recheck the entity, license status and classification, qualifying party, bond, insurance, workers, TPT account, local business record, permit, utility locates, safety plan, and subcontractor credentials. At closeout, retain inspections, tests, as-builts, manuals, customer acceptance, warranties, invoices, notices, payments, and final job cost.

Common questions

Does Arizona issue an individual journeyman handyman license for this route?

Do not invent one. The ordinary ROC model licenses the contracting entity through a qualifying party, while the dedicated-agency models described here use their own individual or company records. Local worker cards can exist, so check the jurisdiction separately.

Does forming an Arizona LLC authorize the company to contract?

No. Entity formation creates the company. It does not replace the ROC or dedicated-agency license, qualifying party, bond, workers compensation, tax registration, local business record, permit, or inspection.

Can an unlicensed Arizona business advertise small jobs?

Only within the statute's narrow exemption. The whole undertaking must be less than $1,000, casual or minor, require no local building permit, and not be divided to evade licensing. The advertisement must state “not a licensed contractor,” and specified gas and fire-safety work remain excluded.
