How to Get a Contractor License or Registration in Iowa

The registration, step by step

DIAL takes contractor registrations online through its registration portal or on a downloadable application filed by post, and states that "Applications will not be processed in-person", though payments and documents may be dropped off during business hours. Registration cannot be completed by telephone, and an incomplete application is returned to the applicant's address rather than held.

DIAL's own checklist for a complete filing is short and worth matching item for item: a signed and completed new application or renewal form, a valid unemployment insurance account number, a NAICS code for the business activity, a $50 non-refundable payment or a signed and notarised fee exemption form, workers' compensation documentation where applicable, and for a new out-of-state applicant the Out-of-State Contractor Bond form with a power of attorney, or a Department of Transportation prequalification letter. DIAL notes that renewals do not repeat the bond step because "bonds are considered continuous".

The statutory conditions behind that checklist are at Iowa Code 91C.2. The contractor must be in compliance with Iowa workers' compensation law and supply evidence of coverage annually, or relief under section 87.11, or a statement that coverage is not required. The contractor must hold an employer account number or special contractor number from the Department of Workforce Development. And an out-of-state contractor must file the $25,000 surety bond or show Department of Transportation prequalification under section 314.1.

Rule 481-465.7 then gives DIAL 30 days from a completed application to issue the number, which "will consist of the letter 'C' followed by six unique digits". Keep the file current afterwards: changes must be reported within 15 working days, and DIAL must be told ten days before any change in workers' compensation coverage.

One year or three? Iowa's own sources do not agree

Read this section before you budget, because two official Iowa sources say different things and both are current. DIAL's Contractor Registration FAQ answers the question "Do I have to renew my registration number?" with "Yes. Your registration must be renewed every year", and adds that a renewal form is sent by mail or email the month before expiry and that an on-time renewal keeps the same number.

The administrative rule that implements the statute prices two terms, not one. Rule 481-465.4(9)"a" states: "The standard fee is $50 per year or $150 for a three-year registration." DIAL's own page reinforces that a three-year term exists, telling plumbing and mechanical contractors to "Complete a joint application for a 3-year registration and contractor license", and the PMSB fee schedule lists a Contractor Registration line at $150.00 for the licensing period July 1, 2026 to June 30, 2029.

The statutory ceiling is not in dispute. Iowa Code 91C.4 provides that the director "shall prescribe the fee for registration, which fee shall not exceed fifty dollars per year", so $150 for three years sits exactly at the cap. Do not resolve the annual-versus-triennial question by guessing which one applies to you. Ask DIAL which term your application is being processed under and diary the expiry you are actually given.

What the bond is, and what it is not

The $25,000 Iowa contractor bond is not a consumer protection bond, and reading it as one will cost you a customer conversation you cannot win. DIAL states its purpose exactly: "The bond guarantees that taxes, penalties, and other payments due to the State of Iowa as a result of your work are paid. Only the State of Iowa and its agencies may collect on the bond." A homeowner cannot claim against it.

Who has to post it is where DIAL's page is internally ambiguous, and this guide names the conflict rather than picking a reading. Under the heading "Out-of-state contractors" the page says "If you have employees, you are also required to carry a Certificate of Workers' Compensation and a $25,000 bond", which reads as an employee test. The FAQ further down the same page says "With few exceptions, each contractor with a principal place of business outside of Iowa must file a $25,000 bond in order to register", with no employee condition. Iowa Code 91C.2(3) and rule 481-465.4(11) both attach the bond to out-of-state status alone.

Two related points DIAL states without ambiguity. "Having a branch office in Iowa does not exempt a contractor from the bonding requirement", and out-of-state subcontractors are not covered by the general contractor's registration or bond and must hold their own. Bonds must be issued on DIAL's bond form by a surety company licensed to do business in Iowa, and under Iowa Code 91C.7(2) the bond is continuous until the surety cancels it on not less than thirty days' written notice.

Registration is not a trade licence, and some trades need both

A contractor registration number says nothing about whether you may legally perform the work. Iowa licenses specific trades through separate programmes, and DIAL's Building, Construction and Trades index names them: Aboveground Storage Tanks, Asbestos, Backflow Prevention Assembly Tester Registration, Boilers, Building Code Plan Review, Contractor Registration, Electrical Licensing, Electrical Permits and Inspections, Elevators, Factory Built Structures, Fire Safety Inspections, Lead Professional Certification, Lead Safe Renovation and Prerenovation Notification, and Plumbing and Mechanical Systems Licensure.

The plumbing and mechanical side has the heaviest requirements. DIAL states that if your business "provides any type of plumbing, mechanical, HVAC, refrigeration, sheet metal or hydronic systems services, you are required to obtain a license with the Plumbing & Mechanical Systems Board". That contractor licence requires a Master of Record, described by the board as an individual holding an active master licence under Iowa Code chapter 105 who is responsible for the proper designing, installing and repairing of the systems concerned, and a master may serve only one contractor per discipline at a time. It also requires public liability insurance of at least $500,000 and a surety bond of at least $5,000, each on a certificate stating it will not be cancelled without ten days written notice to the board.

Do not file twice. DIAL is explicit that plumbing and mechanical contractors "Complete a joint application for a 3-year registration and contractor license" and are "not required to also complete an online or paper application application with Contractor Registration", and that "The Contractor Registration office does not handle PMSB Contractor Licenses." Electrical work runs through its own board under Iowa Code chapter 103, Electricians and Electrical Contractors, with DIAL listing Class A Journeyman, Class B Journeyman, Master, Residential, Special Electrician and Unclassified Person credentials.

What happens if you skip it

Enforcement sits with DIAL, and the statute tells the director to act rather than to consider acting. Iowa Code 91C.8(2) provides that where the director believes a contractor has violated the requirement to be registered, the requirement that registration information be substantially complete and accurate, or the requirement that an out-of-state contractor file a bond, the director "shall with reasonable promptness issue a citation to the contractor". Rule 481-465.9 allows investigations without prior notice by correspondence, telephone or review of submitted materials, and allows the director to seek an administrative warrant if an investigator is refused access.

The money is set at 91C.8(5): not more than five hundred dollars for a first violation, and not more than five thousand dollars for each violation in the case of a second or subsequent violation. DIAL words it as a "$500 citation for a first violation" and a citation "up to $5,000" for a repeat. Rule 481-465.10(2) adds that in proposing a penalty the department gives "due consideration" to knowledge of the alleged violation, knowledge of the requirements of the law, and the nature and extent of the violation, so pleading ignorance is a factor rather than a defence.

Two consequences bite harder than the fine. Under 91C.7(1) an unregistered contractor "shall not be awarded a contract to perform work for the state or an agency of the state", which closes public work entirely. And registration can be revoked: rule 481-465.11 provides for a notice of intent, a fact-finding interview, and a revocation effective 21 days after the decision is mailed, with the certificate returned to the department. You have 15 working days to contest a citation or a revocation decision, and the contest goes to the employment appeal board.

Recheck the official source before you file or sign

Iowa's own pages disagree with each other in at least four places that this guide names rather than smooths over, so treat any summary, including this one, as a starting point and not as the rule. The Secretary of State publishes both "due by April 1st" and "filed by March 31" for the same biennial report. DIAL publishes both "Your registration must be renewed every year" and a three-year joint registration, while the administrative rule prices both a one-year and a three-year term. And DIAL's wording on the $25,000 bond reads as though employees trigger it, where the statute and the rule tie it to an out-of-state principal place of business.

Before you file an application, sign a contract, or price a job, open the current DIAL, Secretary of State or Department of Revenue page for your own situation, confirm the figure and the deadline, and keep a dated copy of what you read. Where a web page and a statute disagree, the statute and the administrative rule govern. Two more things this guide will not do for you: it states no city or county requirement, because DIAL says only to "Contact the city or county government for each project to determine local requirements", and it states no Iowa home improvement deposit cap or cancellation window, because no Iowa statute establishing one was located.
